LaserCraft Reveals Extent of Regional Automated Enforcement Contract in Howard County, MD

Norcross, GA based LaserCraft, Inc.,
a leading provider of handheld and automated traffic enforcement systems,
announced today the extent of their automated red light camera enforcement
program operating out of the Howard County Regional Automated Enforcement
Center (RAEC) in Columbia, MD. The turnkey contract provides for LaserCraft
to install and operate approximately 120 of their proprietary Laser Red Light
Monitoring Systems (Laser RMS) across 13 Maryland jurisdictions, making it the
largest single red light camera program in the United States. Under the
contract, LaserCraft provides full image retrieval and citation processing
services with final review and approval by local law enforcement officials.
To date, over 80 digital cameras have been installed, with 72 cameras fully
operational. Full back office operations are processing images from over 82
camera systems, including older film based cameras that are in the process of
being replaced.

Howard County have long provided a model for the right way to run a red light

Only trained and authorized County/City personnel are involved in every step
of the program, from selecting a site to overseeing the everyday operation and
approving the citations before they are sent out," said Lieutenant Housman of
Howard County. "The selection process was intense, but after thorough review,
Howard County was comfortable that LaserCraft had the right balance offering
new and improved technology, complete system and back office support, and
price."
Maurice Nelson, program manager of Montgomery County's automated
enforcement program said the County is very happy with the quality of the new
technology and the digital images, "The technology is incredible, the digital
quality and time efficiency speaks volumes for itself." Maurice Nelson also
adds, "In order to gain the maximum effect of our program, the County saw the
need to implement the new digital cameras that would ensure greater quality
and a better rate."
Chief Treschuk of the Rockville City is delighted at the seamless support
that the City is getting from the partnership with Howard County and
LaserCraft. "The program is cost effective and LaserCraft's new technology is
extraordinary. We only choose the highest troubled areas to monitor and we
widely advertise where the cameras are enforced. All for one goal in mind: to
decrease the number of violations and accidents. Police can't be everywhere
and the automated systems are excellent tools to help us identify drivers that
are breaking the law, changing drivers behavior, and essentially making our
streets safer."
Chief Norris of Landover Hills indicates all intersections being monitored
in his jurisdiction have at least 5-seconds amber time and people are still
running the red lights. Captain Montminy of Charles County Sheriff's Office
added that his police department is in the process of creating a safety
promotional program to improve safety at his red light monitoring sites, "When
you see violators running the red lights at 10, 20, even as high as 50mph over
the posted speed limit, you know you have a problem!"

detection sensors. While conventional systems embed sensors in the road
surface, LaserCraft's Laser RMS employs aboveground technology, requiring no
road cutting, thus eliminating the need for interruption of traffic flow and
road repaving. Additionally, flash-free digital image technology provides no
distraction to others drivers, area homeowners or businesses and the flash-
free system is not affected by some illegal uses of sprays and plate covers.
